                    超大城市作为国家治理现代化的战略支点,其基层治理面临治理对象激增、社会诉求异质多变、风险因子复杂交织的严峻挑战。传统科层制模式在响应时效、协同效率与系统韧性上的效能瓶颈日益凸显,难以应对超大城市高度动态与不确定的治理需求,以数字平台为载体重塑基层治理体系,已成为理论与实践的前沿焦点。然而,现有研究多局限于超大城市治理技术赋能或平台嵌入视角,对平台化治理运行的机制和过程解构不足,未能充分揭示超大城市治理范式转型的深层逻辑。超大城市基层平台化治理运作的关键在于事件这一核心驱动单元。事件作为基层社会现象、服务请求、管理任务或风险信号的标准化、数字化表征,将模糊、异质的事务解构为可识别、可流转、可优化的结构化信息单元,成为连接物理社会与数字空间的重要纽带。聚焦重庆市“141”基层智治体系,系统阐释事件驱动的超大城市平台化治理运行机制与生成逻辑。重庆市“141”基层智能体系通过“识别上报—分类流转—处置协调—监督反馈—评估优化”的闭环机制,高效吸纳并规范化处理基层事件,推动治理从被动应对转向主动防控、从压力传导迈向数据驱动,其治理逻辑展现出生成性特征:其一,技术规则与基层行动者的实践智慧在事件处置中动态互构,形成自反性治理再生产,重塑协同网络;其二,通过事件数据的深度学习,平台催生预见性干预与动态资源调配能力,驱动治理认知从个体经验向系统智慧升维。这种事件驱动与互动学习耦合的生成性逻辑突破科层制线性治理的刚性约束,赋予治理体系的动态适配与演化韧性。以事件为动态线索勾勒的理论观点,试图超越技术理性和静态结构分析,基于“社会—技术”系统与复杂适应系统视角,融合工具主义与制度主义,揭示技术架构与社会实践的共衍关系,为超大城市基层治理数字化转型提供动态演化的理论支撑。
                
                As pivotal arenas for the modernization of China’s system of governance,mega-cities face profound challenges in grassroots administration due to the exponential growth of governance objects,the heterogeneity and volatility of social demands,and the convergence of multiple risks.Traditional bureau cratic models have shown clear deficiencies in responsiveness,coordination,and systemic resilience,leav-ing them ill-suited to the dynamic and uncertain demands of mega-cities governance.Against this back-drop,digital platforms have become a critical pathway for restructuring grassroots governance,yet existing studies remain largely technocentric or institution-focused,offering limited insight into the inner workings of platform-based governance and its transformative logic.This study positions events as the core operational driver of grassroots platform-based governance in mega-cities.Defined as standardized,digitized represen-tations of social phenomena,service requests,administrative tasks,or risk signals,events transform heter-ogeneous affairs into structured,transferable,and optimizable information units.In doing so,they bridge the physical and digital realms,enabling more precise responses and systemic coordination.Drawing on a theory-building case study of Chongqing’s“141”grassroots intelligent governance system,this research systematically examines the operational mechanisms and generative logic of event-driven governance.The findings reveal that the“141”system employs a closed-loop mechanism of“identification-classification-handling-supervision-optimization”,which assimilates and standardizes grassroots events while catalyzing a shift from reactive,pressure-driven governance to proactive,data-driven governance.Crucially,the platform’s operational logic demonstrates a generative character.Through the dynamic interplay between technical protocols and the situated knowledge of grassroots actors,it reconfigures collaborative networks and institutional arrangements.At the same time,by leveraging deep learning from continuous event data,it enables predictive interventions and adaptive resource allocation,elevating governance cognition from fragmented individual experience to systemic intelligence.Integrating socio-technical systems and complex adaptive systems perspectives,this study highlights how event-driven processes and interactive learning to-gether endow mega-city governance with dynamic adaptability and evolutionary resilience.By foregrounding events as an analytical lens,this research moves beyond static institutional frameworks and narrow techno-cratic rationality,offering a robust theoretical framework for understanding the digital transformation of grassroots governance in mega-cities.
