摘要
国家治理体系和治理能力不断发展,政府运行保障管理作用凸显,成为保障机关运行、提升机关治理能力的重要抓手。国有资产管理是政府运行保障管理体系的一个重要领域。以南京理工大学2023年度国有资产绩效考核评价的研究与实践为例,围绕国有资产管理存在的主要问题,设定绩效考核目标,建立全面的资产管理指标体系并实施,推动资产管理提质增效,实现国有资产保值增值,可作为国有资产管理领域推动政府运行保障管理水平提升的有效范式。
With a continuous improvement in Chinese government s operation system and competence,the government-run guarantee administration plays an ever increasingly important role.It becomes an efficient lever for the government guarantee operation and administration competence.The state-owned asset management takes a significant position in the government-run guarantee administration discipline.A case in point is the performance evaluation research and practice concerning the state-owned assets at Nanjing University of Science and Technology in 2023.Targeted at major problems in state-owned asset management,this paper focuses on its establishment and implementation of performance goals and asset management indicators.This practice prompts the management efficiency improvement with asset value maintenance and appreciation.It sets up an efficient model as how to push forward the government guarantee administration in the state-owned asset management field.
