摘要
大国竞争越是激烈,世界政治极化越是凸显,越需要重视和合共生的理念价值,推动世界重新走向和平与发展。百年变局下,上合组织既面临组织定位、组织认同及动力不足等内部困境,又遭遇大国博弈、地缘政治冲突和地区安全等外部挑战,亟需拓展新的发展路径。“一带一路”倡议不仅为全球化和区域化提供了新动能,也赋予了上合组织新的发展动力。基于此,上合组织充分对接“一带一路”,力求激活区域经济合作潜力,强化成员国的制度认同,实现上合组织的可持续发展与“一带一路”的高质量共建。源自中国学派的国际共生理论,根植于中国传统的“和合”思想,有助于引领世界从“极化”走向“共生”。本文基于共生理论,从主体、机制与底线三个维度阐释上合组织对接“一带一路”的主要挑战与路径优化。当前,挑战主要表现为:主体维度的差异化认知增强了对接阻力;机制维度的“拥堵效应”削弱了对接优先性;底线维度的域外势力干扰恶化了对接的地缘环境。基于此,主体上可借力“一带一路”深化区域经济合作,弥合差异化认知;机制上需打造互补型模式,发挥比较优势;底线上应激活“上海精神”与“丝路精神”的时代价值,强化对接共识。
As great-power competition intensifies and world political polarization becomes more prominent,the concept of harmonious coexistence gains increasing importance in guiding the world back to peace and development.Amidst the great changes unseen in a century,the Shanghai Cooperation Organization(SCO)faces internal dilemmas such as organizational positioning,identity crises,and insufficient driving forces,as well as external challenges like great-power games,geopolitical conflicts,and regional security issues,urgently requiring new development paths.The Belt and Road Initiative(BRI)not only injects new momentum into globalization and regionalization but also endows the SCO with fresh development impetus.Based on this,the SCO's full alignment with the BRI can unlock the potential of regional economic cooperation,strengthen member states'institutional identity,and achieve the SCO's sustainable development and the high-quality construction of the BRI.Originating from the Chinese school of international relations,the theory of international symbiosis,rooted in China's traditional harmony"'thought,helps lead the world from"polarization"to"symbiosis",This paper,based on the symbiosis theory,analyzes the main challenges and path optimization for the SCO's alignment with the BRI from three dimensions:subject,mechanism,and bottom line.Currently,challenges are manifested as follows:differentiated cognitions at the subject dimension enhance alignment resistance;the"congestion effect"at the mechanism dimension weakens alignment priority;and interference from extra-regional forces at the bottom-line dimension deteriorates the geopolitical environment for alignment.
