摘要
高标准农田建设是我国加强耕地保护和推进农业现代化的关键举措。2025年中央一号文件明确提出“高质量推进高标准农田建设”,这一要求对农业强国建设而言意义深远。从理论层面看,高标准农田建设是保障国家粮食安全的必然要求,是耕地保护和质量提升的重要抓手,更是落实“藏粮于地”战略的关键环节。从实践层面看,当前高标准农田建设面临的问题主要包括:高标准农田建设质量的可持续性不足,高标准农田建设资金投入缺乏市场活力,高标准农田建设监管制度存在失灵。鉴于此,需要立足高质量发展理念,从完善高标准农田建设质量的保障体系、创新高标准农田建设多元化筹资机制、强化高标准农田建设质量监管制度等方面推进,从而优化高标准农田建设内容,保障国家粮食安全,促进农业强国建设。
High-standard farmland construction is a crucial measure for China to strengthen farmland protec-tion and advance agricultural modernization.The 2025 Central Document No.1 explicitly proposes"high-quality promotion of high-standard farmland construction",which holds profound significance for the construction of an agricultural powerhouse.From a theoretical perspective,high-standard farmland construction is an inevitable re-quirement to ensure national food security,an important means to protect farmland and improve its quality,and a key component in implementing the"storing grain in the land"strategy.From the practical perspective,the current issues in high-standard farmland construction mainly include:insufficient sustainability of high-standard farm-land construction quality,lack of market vitality in investment,and the malfunction of regulatory systems.There-fore,it is necessary to adopt a high-quality development perspective,advance from aspects such as improving the safeguard system for the quality of high-standard farmland construction,innovating a diversified funding mecha-nism,and strengthening quality supervision systems,thereby optimizing the content of high-standard farmland construction,ensuring national food security,and promoting the construction of an agricultural powerhouse.
