摘要
该文以贵州电网为研究对象,聚焦于精准投资背景下电力项目投资效能、安全与成本平衡的关键问题,旨在探索适合复杂电网环境的投资管理新路径。研究构建了基于精准投资全过程管理框架的设计,从规划、决策、实施到评价四个阶段提出具体措施,包括需求精准画像、多维评估模型、动态成本监控和闭环反馈优化机制。针对投资安全问题,提出防冰减灾技术体系及新能源接入安全保障策略,并通过数字技术和市场机制创新优化成本效益。该研究总结了精准投资框架在效能、安全与成本优化中的成效,为复杂电网环境下的投资管理提供了有益的参考。
This article takes Guizhou Power Grid as the research object,focusing on the key issues of investment efficiency,safety,and cost balance in power projects under the background of precision investment,aiming to explore new investment management paths suitable for complex power grid environments.A design based on a precise investment process management framework has been developed,proposing specific measures in four stages:planning,decision-making,implementation,and evaluation.These measures include precise demand profiling,multidimensional evaluation models,dynamic cost monitoring,and closed-loop feedback optimization mechanisms.To address investment security issues,propose an anti icing and disaster reduction technology system and a new energy access security guarantee strategy,and optimize cost-effectiveness through digital technology and market mechanism innovation.This study summarizes the effectiveness of precision investment frameworks in optimizing efficiency,safety,and cost,providing useful references for investment management in complex power grid environments.
