摘要
建设国家技术创新中心对于推动科技创新与产业创新深度融合、实现国家高水平科技自立自强意义重大。本文基于16家国家技术创新中心的调研,从机构属性、主体协同和功能实践三个层面明晰国家技术创新中心在国家创新体系中的战略定位,进而从“四链”融合视角剖析其建设运行的理论机制。研究认为,国家技术创新中心作为国家级新型研发机构、国家战略科技力量新的重要组成部分和新型举国体制的关键载体,其促进创新链、产业链、人才链、资金链“四链”融合的核心逻辑分别为:打通国家重大战略急需领域关键堵点,推动企业主导构建高能级创新联合体,打造战略科学家引领的创新人才高地,以及基于组织合法性获得各方资金支持。本文丰富了科技创新与产业创新融合相关的理论内涵,可为国家技术创新中心的建设运行及相关政策制定提供理论支持与实践参照。
The establishment of National Technology Innovation Centers(tics)plays a critical role in promoting the deep integration of scientific and technological innovation with industrial innovation and achieving high-level scientific and technological self-reliance.Based on an investigation of 16 NTICs,this study clarifies their strategic positioning within the national innovation system from three dimensions:institutional attributes,actor collaboration,and functional practices.Furthermore,it analyzes the theoretical mechanism of NTIC operations from the perspective of“four-chain”inte⁃gration.The study concludes that NTICs,as national-level new R&D institutions,a critical component of national strategic scientific and technological forces,and key carriers of the new national system,facilitate the integration of the innovation chain,industrial chain,talent chain,and funding chain.Their core logic includes:addressing key bottlenecks in areas of ma⁃jor national strategic urgency,promoting enterprise-led high-level innovation consortia,cultivating innovation talent hubs led by strategic scientists,and securing financial support through organizational legitimacy.This study enriches the theoretical framework of scientific and industrial innovation integration and provides theoretical and practical references for the construction and operation of NTICs and related policy formulation.
