摘要
职业教育治理数字化转型是以数字化治理理念为引领,以数字技术应用为核心,以制度更新适配为关键,追求职业教育“高效之治”“良善之治”的治理创新变革。“以人为中心”的价值逻辑要求以数字化回应人民需求、增强人文关怀进而办好人民满意的职业教育,“数字赋能”的技术逻辑旨在以数字技术变革职业教育的治理目标、流程和方式,“规则保障”的制度逻辑能为数字治理的多元参与、共建共享和有序推进提供框架依据,“智治有效”的效能逻辑则强调通过数字化转型来减负、提质、增效,进而优化职业教育治理体系与能力。职业教育治理转型应该用“价值—技术—制度—效能”的整体性逻辑推进,以实现“数字善治”。
The digital transformation of vocational education governance is an innovative governance change,led by the concept of digital governance,with the application of digital technology as the core,and the adaptation of institutional updates as the key,pursuing“efficient governance”and“good governance”in vocational education.The logic of“people-centered”value requires responding to people’s needs through digitization,enhancing humanistic care,and providing satisfactory vocational education for the people.The technical logic of“digital empowerment”aims to transform the governance goals,processes,and methods of vocational education through digital technology.The institutional logic of“rule guarantee”can provide a framework basis for the diversified participation,co-construction,sharing,and orderly promotion of digital governance.The efficiency logic of“intelligent governance effectiveness”emphasizes reducing burden,improving quality,and increasing efficiency through digital transformation,thereby optimizing the governance system and capabilities of vocational education.The transformation of vocational education governance should be promoted through a holistic logic of“value-technology-system-efficiency”integration to achieve“good digital governance”.
