摘要
社会组织协商是我国协商民主体系的重要组成部分。从功能分析的视角出发,公共服务功能强调社会组织协商在基层治理领域中回应公众服务需求的效能,而政策影响功能则侧重于社会组织协商在政策过程中的价值倡导与利益整合作用。基于公共服务与政策影响功能构建类型学分析框架,结合上海市X区的实践考察,将社会组织协商划分为服务供给型、问题解决型、政策倡导型与政策参与型四种模式。不同类型的社会组织协商在基层治理与政策参与领域呈现出显著的功能分化特征,其治理效能既取决于社会组织自身的专业禀赋和行动策略,也深受制度环境与治理场域的影响。当前各类协商实践仍处于发展阶段,需进一步从专业能力提升、制度环境建设、治理场域适配三方面协同推进,以更好地将不同类型社会组织协商的独特优势转化为治理效能。
As a vital component of China's deliberative democracy system,social organization deliberation serves distinct functions within the governance framework.From a functional analysis perspective,its public service function underscores the efficacy of social organization deliberation in responding to public service demands at the grassroots level,while its policy influence function emphasizes its role in value advocacy and interest integration within the policy process.Constructing a typological framework based on these dual functions and practices in Shanghai's X District,this study categorizes social organization deliberation into four models:the Service-Provision Model,the Problem-Solving Model,the Policy-Advocacy Model,and the Policy-Participation Model.These models exhibit significant functional differentiation within grassroots governance and policy engagement.Their governance efficacy is contingent upon both the social organizationsinherent professional competencies and strategic actions,as well as the constraining and enabling influences of the institutional settings and specific governance arenas.Currently,these deliberative practices are still evolving.To better transfer the unique strengths of each type of social organization deliberation into enhanced governance efficacy,further collaborative efforts are required.These should focus on:(1)enhancing professional capacities,(2)improving the institutional environment,and(3)ensuring better alignment with diverse governance arenas.
