摘要
伴随着风险社会的深度演化,突发事件的不确定性日益增强,尤其是由新兴风险、巨灾、跨界危机所共同表征的突发事件的不确定性也使得文化遗产面临更大的安全挑战,并因此产生了对提升文化遗产应急管理适应性的政策需求。立足于这一对张力,文章初步提出文化遗产应急管理体系框架的基本维度,即凸显公共性的价值理念、聚焦整体性的组织结构、强化主动性的运行过程、体现新质性的保障体系;初步提炼文化遗产应急管理能力要素的基本特征,即结合客观风险和主观价值的分级准备力、统合共性阈值和特异指标的差异预警力、兼顾生命救援和遗产保护的协同行动力、涵盖物质修复与精神重塑的双重恢复力。从应急管理的一般原理出发,结合文化遗产保护的独特性,阐明文化遗产应急管理的逻辑起点、体系框架和能力要素,可为守牢文化遗产安全底线的实践探索提供理论参照。
With the in-depth evolution of the risk society,the uncertainty of emergencies is increasing,especially the uncertainty of emergencies represented by emerging risks,catastrophes and transboundary crises also makes cultural heritage face greater security challenges,and thus generates a policy need to improve the adaptability of cultural heritage emergency management.Based on this tension,this paper preliminarily proposes the basic dimensions of the framework of the cultural heritage emergency management system,that is,highlighting the value concept of publicity,focusing on the overall organizational structure,strengthening the active operation process,and reflecting the new qualitative guarantee system.The basic characteristics of the elements of cultural heritage emergency management capacity are preliminarily refined,namely,the hierarchical preparedness that combines objective risks and subjective values,the differential early warning capabilifies that integrates common thresholds and specific indicators,the coordinated action ability that takes into account life rescue and heritage protection,and the dual resilience that covers material restoration and spiritual remodeling.Starting from the general principle of emergency management and combining with the uniqueness of cultural heritage protection,this paper clarifies the logical starting point and the capacity elements of the system framework of cultural heritage emergency management,which can provide a theoretical reference for the practical exploration of guarding the bottom line of cultural heritage safety.
