摘要
在“双碳”目标与区域发展不平衡的背景下,绿色金融作为推动经济绿色低碳发展的关键工具,其政策与市场驱动的差异化效应及作用机制亟待厘清。本文以2018—2022年我国省级面板数据为样本,构建经济绿色低碳发展指数,通过面板回归与中介效应模型,系统检验绿色金融对经济绿色低碳发展的影响及技术进步、产业结构升级的中介作用,并对比政策驱动与市场驱动的异质性效应。研究发现:绿色金融对经济绿色低碳发展具有显著正向影响,且政策推动效应强于市场驱动效应;绿色金融通过促进技术创新和推动产业结构升级间接赋能绿色发展;从影响维度看,绿色金融对经济发展效率、资源利用水平、生态环境保护的即时效应突出,但对社会发展质量的作用存在滞后性。研究为制定差异化绿色金融政策、推动经济绿色低碳发展提供了经验依据。
Under the background of the"dual carbon"goals and regional development imbalances,green finance serves as a key tool for promoting the green and low-carbon transformation of the economy.The differentiated effects and mechanisms of action driven by policy and market forces require urgent clarification.This paper uses provincial panel data from China from 2018 to 2022 as a sample to construct an economic green and low-carbon development index.Through panel regression and mediation effect models,it systematically examines the impact of green finance on economic green and low-carbon development and the mediating role of technological progress and industrial structure upgrading,while comparing the heterogeneous effects of policy-driven and market-driven approaches.The research finds that green finance has a significant positive impact on green and low-carbon economic development,with policy-driven effects outweighing market-driven effects.Green finance indirectly empowers green development by promoting technological innovation and driving industrial structure upgrades.From the perspective of impact dimensions,green finance has a prominent immediate effect on economic development efficiency,resource utilization levels,and ecological and environmental protection,but its role in social development quality exhibits lagging effects.The study provides empirical evidence for the formulation of differentiated green finance policies and the promotion of green and low-carbon economic development.
