摘要
生成式人工智能的发展正向赋能中国式现代化建设,以DeepSeek为代表的人工智能是中国新型数字技术产业发展质效的重要体现。宏观层面的国际竞争和政策环境压力、中观层面的产业竞争和市场扩张、微观层面的企业技术突破和成本压力,成为DeepSeek等人工智能发展的关键动力。以DeepSeek为代表的人工智能可以有效覆盖超大人口规模的现代化建设、推进共同富裕目标的实现、助力物质文明和精神文明协调发展、引导社会践行生态文明理念、赋能全球治理与和平发展更大的动力。在新发展理念的指引下,从“创新、协调、绿色、开放、共享”五个维度出发,为中国人工智能的高质量发展提供有效的政策建议与参考。
The development of generative artificial intelligence is positively empowering the Chinese path to modernization,and AI represented by DeepSeek is an important manifestation of the development quality and efficiency of China's new digital technology industry.The development of AI such as DeepSeek is mainly driven by international competition and policy environment pressure at the macro level,industrial competition and market expansion at the meso level,and technological breakthroughs and cost pressure of enterprises at the micro level.Al represented by DeepSeek can effectively cover the modernization construction with a mega population size,promote the realization of the goal of common prosperity,facilitate the coordinated development of material and cultural progress,guide the practice of ecological civilization in society,and empower the global governance and peaceful development with greater momentum.Under the guidance of the new development concept,the paper provides effective policy suggestions and references for the high-quality development of Al in China from the five perspectives of"innovation,coordination,greenness,openness and sharing".
