党建引领度假型乡村旅游社区治理的实现路径——基于贵州桐梓县山堡村的考察

The Implementation Path of Party-Building Leading the Governanceof Resort-Oriented Rural Tourism Communities:A Case Study of Shanbao Village in Tongzi County,Guizhou

摘要以贵州桐梓县山堡村为样本,沿着“将政党带回来”的“国家-政党-社会”分析范式,从“政党整合社会”视角讨论党建引领度假型乡村社区治理的实现路径问题。通过为期三年跟踪调研,梳理分析起于县级党组织最终落脚在村党支部的从上至下的“党政服务管理线”治理实践,从中归纳提炼出:县和乡镇党组织向内整合行政力量营造党建引领乡村旅游治理政策环境;实行旅游社区治理“三委”即村党支部、村民委员会、村务监督委员会共同负责制;发挥党的组织优势在度假游客群体中建立党支部;通过政党吸纳社会形成多元主体参与共建共治共享治理格局四个方面的对“度假型”乡村旅游社区治理具有一般性借鉴意义的政党整合乡村旅游社区治理的经验和可行性路径。 Taking Shanbao Village in Tongzi County,Guizhou Province as a case study,this paperadopts the“state-party-society”analytical paradigm of“bringing the party back in”to explore the im⁃plementation path of party-building leading the governance of resort-oriented rural tourism communi⁃ties from the perspective of“party integrating society”.Through a three-year longitudinal investigation,the study analyzes the top-down“party-government service management line”governance practice,which originates from the county-level party organization and ultimately operates at the village partybranch level.The research summarizes four key experiences and feasible paths for party-integrated ru⁃ral tourism community governance with general reference value:(1)County and township party organiza⁃tions internally consolidate administrative forces to create a policy environment for party-building-ledtourism governance;(2)Implement a“three-committee”co-responsibility system(village party branch,villagers’committee,and village affairs supervision committee)for tourism community governance;(3)Leverage the party’s organizational advantages to establish party branches among tourist groups;(4)Foster a multi-stakeholder co-construction,co-governance,and shared governance pattern throughparty absorption of social forces.
