摘要
近年来,成都市全面贯彻落实中央、省委、市委关于科技成果转化的重大部署,聚焦科技成果转化和产业化能力提升,着力破解科技与经济“两张皮”难题。构建科技创新与科技成果转化协同发展体制机制,有助于提升科技创新体系的整体效能。针对成都市及成都都市圈科技创新与科技成果转化主体协同不够紧密、要素协同不足、空间协同失衡、政策协同不畅等问题,文章提出以组织协调推进主体协同、以资源平衡推进要素协同、以区域协作推进空间协同、以风险共担机制推进制度协同。通过“四个协同”,实现主体互联、要素互融、空间互通、政策呼应的发展格局,畅通从科技创新到科技成果转化再到市场应用的全过程。
In recent years,Chengdu has boosted industrialization capabilities,and strive to solve the issue of the separation between technology and economy,in an effort to fully implement the major deployment of the central,provincial and municipal Party committees on the commercialization of scientific and technological achievements.In response to the lack of synergy between the main body,resources,space and policy,this article proposes to promote organizational coordination,reasonable allocation of resources,regional cooperation,and the construction of a risk sharing mechanism.Through the above measures,an interconnected development pattern can be formed to facilitate the entire process from innovation to the commercialization of scientific and technological achievements to applications.
