摘要
战略产业关乎大国地位与战略能力,具有相对零和性。美日同盟正凸显其战略升级态势,对华产业围堵是其同盟延伸的重要侧面。随着美日加快构筑产业同盟,其逐渐呈现出同盟框架拓展、议题延伸性、布局“美日+”小多边机制及凸显对华“去风险”等若干特点。相应地,美日构筑产业同盟的战略动机在于护持对华产业优势与产供链层级地位,同时加大对日本战略产业的解绑,催动地区安全与经贸议题深层次绑定,推动“美日+”小多边机制不断拓展等。尽管美日产业同盟强化了对华产业压制,但也将面临自身产业政策泛化风险、“美主日从”的结构性矛盾及中国有力反制等制约因素。
Strategic industries are related to the status and strategic capabilities of major powers and are relatively zero-sum.The US-Japan alliance is highlighting its strategic upgrade trend,and the containment of China's industry is an important aspect of its alliance extension.As the US and Japan accelerate the construction of the industrial alliance,it has the characteristics of expanding the alliance framework,extending the agenda,laying out the"US-Japan+"minilateral mechanism,and highlighting the"derisking"of China.Correspondingly,the strategic motivation of the US and Japan to build an industrial al-liance is to protect the industrial advantages and hierarchical status of the production and supply chain against China,while increasing the unbinding of Japan's strategic industries,promoting the deep binding of regional security and economic and trade issues,and promoting the continuous expansion of the"US-Japan+"minilateral mechanism.The US-Japan industrial alliance strengthens its suppression of Chinas industry,and will also face the risk of generalization of its own industrial policies,the structural contra-diction of"US-led and Japanfollowed",and China's strong countermeasures.
