摘要
研究基于《中国区域科技创新评价报告》,对宁夏科技创新能力评价指标进行比较分析。2024年宁夏综合科技创新指数(55.93%)低于全国均值(78.43%),高新技术产业化与科技活动产出虽有提升,但科技活动投入、技术成果市场化及综合能耗产出率等问题突出。结论提出6条建议:优化财政投入、强化基础研究、建设科研平台、培育科技企业、完善技术市场、打造绿色科创技术。研究为宁夏破解创新瓶颈、推动绿色转型提供路径,对西部欠发达地区科技创新政策制定具有参考价值。
Based on the content of the"Report on the Evaluation of Regional Scientific and Technological Inno-vation in China",this study uses horizontal comparison and data statistics methods to conduct a comparative analy-sis of the evaluation indicators of scientific and technological innovation capabilities in Ningxia.In 2024,Ningxia's comprehensive scientific and technological innovation index(55.93%)was lower than the national average(78.43%).Although there were improvements in the industrialization of high-tech and the output of scientific and technological activities,problems such as insufficient investment in scientific and technological activities,the marketization of technological achievements,and the output rate of comprehensive energy consumption were prominent.The conclusion put forward six suggestions:optimizing fiscal input,strengthening basic research,building scientific research platforms,cultivating scientific and technological enterprises,improving the technology market,and creating green scientific and technological innovation technologies.The research provides a path for Ningxia to break through innovation bottlenecks and promote green transformation,and has reference value for the formulation of scientific and technological innovation policies in underdeveloped regions in the west.
