摘要
2024年11月14日,国际葡萄与葡萄酒组织(OIV)正式接受中国加入OIV的申请。这意味着在一年内,通过中国主管部门的批准后,中国将成为OIV的正式成员国。在回顾中国与OIV的历史渊源、阐述OIV在世界葡萄酒产业中的重要地位的基础上,本文深入分析了中国加入OIV带来的机遇与挑战,并提出了相应的应对策略。中国加入OIV能够提升中国葡萄酒的国际地位与认可度、为中国葡萄酒产业搭建国际合作平台,同时可助力中国参与国际标准的制定与推广。然而,加入OIV后,中国葡萄酒将面临着标准化要求更为严格、市场竞争加剧、知识产权和商标保护要求提高等方面的挑战。为此,提出了加强国际合作、推动关税对等、以技术创新引领未来、强化品牌建设与市场拓展等应对策略,以及在产品属性、产业发展、质量标准与监管、贸易促进、人才培养与科技支持、文化推广等方面的政策建议。
On November 14,2024,the International Organisation of Vine and Wine(OIV)officially accepted China's application to join the OIV.This means that within a year,after approved by the Chinese authorities,China will become a full member of the OIV.On the basis of reviewing the historical origin of China and OIV,and introducing the important position of OIV in the world wine industry,the authors analyzed the opportunities and challenges brought by China's accession to OIV,and put forward corresponding countermeasures.The authors concluded that China's accession to the OIV can enhance the international status and recognition of Chinese wine,provide a platform for international cooperation for China's wine industry,and make China to participate in the formulation and promotion of international standards.However,after joining the OIV,Chinese wine will face challenges such as stronger standardization requirements,intensified market competition,and increased requirements for intellectual property rights and trademark protection.Countermeasures such as strengthening international cooperation,promoting tariffreciprocity,technological innovation leading the future,brand building and market expansion,as well as policy suggestions in product attribute,industrial development,quality standards and supervision,trade promotion,personnel training and scientific and technological support,and cultural promotion are put forward.
