规划设计总控的多元实践及重庆两江四岸的创新研究

摘要 随着城镇化转向存量更新,传统规划“重编制、轻实施”的弊端突显。规划设计总控通过系统性、动态性和协同性管理,成为破解城市空间治理碎片化难题的创新路径。文章系统梳理北京、上海、长三角等地的制度创新,构建“制度供给-技术支撑-实施路径”的分析框架,以重庆两江四岸203 km岸线为实证对象,揭示复杂山水格局下“高位统筹+动态评估”的实施机制。通过各地多元实践的研究,提出规划设计总控创新需重点突破跨部门协同机制、数字孪生技术应用及公众参与深度等关键瓶颈,为同类城市提供理论参考与实践范式。 With the shift of urbanization to stock renewal,the drawbacks of traditional planning“focusing on preparation and neglecting implementation”have been highlighted.Through systematic,dynamic and synergistic management,the general control of planning and design has become an innovative path to solve the problem of fragmentation of urban spatial governance.The paper systematically sorts out the institutional innovations in Beijing,Shanghai,and the Yangtze River Delta,and constructs an analytical framework of“institutional supply-technical support-implementation path”.Taking 203 kilometers of shoreline along the Two Rivers and Four Banks of Chongqing as the empirical object,it reveals the implementation mechanism of“high-level coordination+dynamic assessment”under the complex landscape pattern.Through the study on the diversified practices in different areas,it is proposed that the innovation in the general control of the planning and design should focus on breaking through key bottlenecks,such as cross-departmental synergy mechanism,application of digital twin technology and the depth of public participation,etc.,so as to provide theoretical references and practical models for similar cities.
