摘要 实验室是高校教学和科研的重要场所,其安全管理至关重要。该文首先分析了高校实验室安全管理现状和难点,然后借鉴韧性理论探讨了实验室安全管理的四要素,最后引入布莱德利曲线模型将刚性的安全管理机制与韧性治理相结合,建立刚柔相济的实验室安全综合治理体系。将韧性治理与刚性制度有机融合,构建实验室生态安全共同体,确保实验室安全、稳定、可持续运行,为学校高质量办学提供安全保障。 [Objective]Laboratories are an essential place for teaching and scientific research,and their safety management;however,relying solely on traditional rigid system constraints,manual inspections by laboratory safety personnel,and experience-based checks often leads to a significant amount of energy spent on responding to various inspections and filling out numerous reports,resulting in an overwhelmed state.Information construction can promote the implementation of rigid systems;however,blind spots in safety management may still occur,leading to mutual buck-passing and denial of responsibility when risks or accidents happen,thereby hindering the high-quality development of laboratories.Moreover,such practices no longer meet the latest national safety regulations,fire regulations,and university safety measures.Therefore,it is particularly urgent to build a scientific and efficient laboratory safety management and operation system that involves the entire process,all parties,and all aspects in line with the current national and university conditions.[Methods]We summarize and analyze university laboratory safety management’s current status and challenges through case studies,literature review,and data analysis.We refine laboratory management and actively explore the effective integration of resilience governance into laboratory safety management based on the state’s latest series of laboratory safety management regulations and management measures.Combining rigid safety management mechanisms with resilience governance can establish a comprehensive scientific management system and achieve a people-centered connotative safety culture.This approach forms a comprehensive laboratory safety governance system,builds a laboratory ecological safety community,and effectively ensures laboratories’safety,stability,and sustainable operation.This approach substantially enhances the risk prevention capabilities of laboratories.[Results]This study focuses on integrating resilience governance into the laboratory safety management system,drawing on classical resilience theory to explore four key elements of laboratory safety management.We introduce the Bradley Curve model,combining rigid safety management mechanisms with resilience governance to create a comprehensive laboratory safety management system that is firm and flexible.Continuously deepening and improving specific measures for organically integrating resilience governance and rigid systems has established a laboratory ecological safety community,ensuring laboratories’safety,stability,and sustainable operation.This situation provides a security guarantee for high-quality school management and cultivates high-quality talent possessing good professional ethics and innovative,practical abilities.[Conclusions]By integrating resilience governance and rigid systems,we promote the high-quality development of laboratories,providing new ideas and methods for the safety management of university laboratories.This arrangement helps to drive the improvement and innovation of laboratory safety management,comprehensively enhancing efficiency and safety levels.Furthermore,laboratories’safety and sustainable development can be ensured in complex and ever-changing experimental environments,providing strong support for the smooth progress of teaching and research.However,this vast system-engineering project cannot be achieved quickly and requires continuous exploration and improvement in practice.
