摘要
对外职业教育援助作为国际教育援助的重要领域,是日本开展国际援助的具体举措之一。从逻辑层面来看,日本对外职业教育援助有多重逻辑,建构主义逻辑是重塑“国际形象”、建立“集体身份”,现实主义逻辑是拓展海外市场、服务经济外交,人道主义逻辑是维护世界稳定发展、彰显国家形象。日本对外职业教育援助的具体举措包括:协同多主体合作,确保对外援助的组织保障;注重基础建设,夯实对外援助的条件保障;传播管理经验,打造对外援助的“日本特色”;实施项目评价,增强对外援助的可持续性。在开展对外职业教育援助过程中,日本坚持“国家利益”优先、兼顾“人道主义”关怀、注重“援助质量”保障的价值向度,形成了“日本特色”的职业教育国际援助特征。日本以“利他性姿态”提供对外职业教育援助,取决于本国利益驱动的同时,契合受援国的发展需求,但其“国家利益”高于“人道主义”的意图显而易见。
Foreign vocational education assistance,as an important area of international education aid,is one of the specific measures for Japan’s international assistance.Japan's foreign vocational education assistance is politically driven by reshaping its"international image",and serve the practical consideration of economic diplomacy,as well as the call of the times to maintain the stability and development of the world.Japan realizes foreign vocational education assistance in terms of multi-layered promotion,guarantee of conditions,brand characteristics and sustainable development through measures such as synergizing the participation of multiple actors,focusing on infrastructure development,spreading management experience,and implementing project evaluation.Japan adheres to the values of prioritizing"national interests",integrating"humanitarian"care,and focusing on guaranteeing"aid quality",and has formed the characteristics of international vocational education aid with"Japanese characteristics".Japan provide foreign vocational education assistance with"altruistic posture",which depends on its national interests and is in accordance with the development needs of the recipient countries,but its intention of"national interests"takes precedence over that of"humanitarian"is abundantly clear.
