摘要 2023年10月30日召开的中央金融工作会议强调“金融是国民经济的血脉,是国家核心竞争力的重要组成部分,要加快建设金融强国”。德国经济的成功与其高效的金融资源配置息息相关,不论是德国曾引领第二次工业革命,抑或是二战后德国快速实现“经济恢复”,均离不开金融的鼎力相助。中国作为世界第二大经济体,与德国在经济发展和金融实践方面具有一定的相似性。本文通过对中德金融资源配置模式的对比分析,系统考察德国金融资源优化配置的基本事实、运行逻辑与成功经验,深入挖掘德国金融发展的可取之处,从坚持把金融服务实体经济作为根本宗旨、着力提升政策性金融在金融资源配置中的作用、在统筹开放和安全下优化配置住房金融资源、建设与金融强国相匹配的高质量资本市场、在优化金融资源配置中做好风险管控等方面,凝练出一条具有中国特色的金融强国之路。 The Central Financial Work Conference held on October 30,2023 emphasized that"finance is the lifeblood of the national economy and an important component of the country's core competitiveness,and we must accelerate the construction of a financial powerhouse".The success of the German economy is closely related to its effcient allocation of financial resources.Whether it was Germany leading the Second Industrial Revolution or achieving rapid economic recovery after World War II,it could not have been achieved without the strong support of German finance.As the world's second-largest economy,China shares certain similarities with Germany in terms of economic development and financial practices.By comparing and analyzing the allocation models of finan-cial resources between China and Germany,this study systematically examines the basic facts,operational logic,and sucesful experience of optimizing the allocation of financial resources in Germany,and deeply explores the advantages of Germany's financial development.From adhering to the fundamental purpose of providing financial services to the real economy,focusing on enhancing the role of policy finance in financial resource allocation,opti-mizing the allocation of housing financial resources under coordinated opening and security,building a high-quali-ty capital market that matches the financial powerhouse,and doing a good job in risk control in optimizing finan-cial resource allocation,a path of building a financial powerhouse with Chinese characteristics has been con-densed.
