摘要
我国职业教育标准“走出去”是教育对外开放的重要实践,对于推动我国职业教育国际交流合作的深化与拓展、增强我国职业教育国际话语权与品牌影响力、赋能我国企业与产业国际化发展、推动我国构建对外办学可持续发展机制具有重要价值。目前,我国职业教育标准“走出去”主要呈现构建梯度化输出网络、传统与新兴领域协同发力和构建政校企协作共同体等三种实践样态。针对法律政策支撑度不足、与国家产能“走出去”契合度不够、内外对接互认存在调适困境、全周期保障生态不健全、标准推广存在质量风险等问题,我国职业教育标准“走出去”的突破路径是:提升标准化意识;构建高效统筹与协同机制;深化标准内涵与适应性建设;加强专业师资队伍建设;完善制度保障与支持体系。
The“going abroad”of vocational education standards in China is an important practice in the context of educational opening-up.It holds significant value in promoting the deepening and expansion of international exchange and cooperation in vocational education,enhancing China's international discourse power and brand influence in the field,empowering the internationalization of Chinese enterprises and industries,and facilitating the establishment of a sustainable mechanism for running education abroad.Currently,the practice of China's vocational education standards“going abroad”mainly demonstrates three forms:constructing a hierarchical output network,synchronizing efforts in both traditional and emerging fields,and creating a collaborative community among governments,schools,and enterprises.However,there are several challenges to be addressed:insufficient legal and policy support,a weak alignment with the“going abroad”of national industrial capacity,difficulties in mutual recognition and alignment of domestic and international standards,an incomplete lifecycle safeguarding system,and quality risks in the promotion of standards.To overcome these challenges,the following breakthrough paths are proposed:enhancing awareness of standardization,establishing efficient coordination and collaboration mechanisms,deepening the connotation and adaptability of standards,strengthening the construction of a professional and international teaching workforce,and improving institutional safeguards and support systems.
