摘要
在数字社会与人口老龄化的双重影响下,数字适老化赋能银发经济新业态将是实现经济平衡增长、适应人口新态势、实现高质量发展的关键突破口。目前我国银发经济新业态的发展处于起步阶段,存在适老化程度低、数字价值尚未得到充分释放、要素保障体系尚未建立、环境支持系统有待完善等问题,亟待通过加强数字适老化对银发经济的赋能作用,引领银发经济新业态变革和创新发展。在技术层,数据要素和数字技术为银发经济新业态的发展提供了要素支持和平台保障;在产业层,数字化转型加速了银发经济的产业融合、产业分化和产业拓展;在服务层,数字经济提升了生活性服务、生产性服务和公共性服务的效能,衍生出新的环节与形态。为促进银发经济新业态的健康发展,必须从增进数字赋能、推进适老化建设、强化要素保障和加强规制创新等四方面着手,充分发挥银发经济新业态的潜能。
Under the dual influence of digital society and aging population,digital age-appropriate enabling the new business form of silver economy will be a key breakthrough to achieve balanced economic growth,adapt to the new situation of population,and achieve high-quality development.At present,the development of new business forms of silver economy in China is in its initial stage,and there are some problems such as low degree of aging suitability,insufficient release of digital value,lack of establishment of factor guarantee system,and lack of improvement of environmental support system.It is urgent to strengthen the enabling role of digital aging suitability for silver economy to lead the reform and innovative development of new business forms of silver economy.At the technical level,data elements and digital technology provide element support and platform guarantee for the development of the new business form of silver economy.At the industrial level,digital transformation accelerates the industrial integration,industrial differentiation and industrial expansion of the silver economy.At the service level,the digital economy has improved the efficiency of life services,productive services and public services,and derived new links and forms.In order to promote the healthy development of the new business form of the silver economy,we must start from the four aspects of enhancing digital empowerment,promoting aging construction,strengthening factor guarantee and strengthening regulation innovation,and give full play to the potential of the new business form of the silver economy.
