基于饮用水相关水质标准的供水系统安全运行策略研究 被引量:1

摘要 科学认识饮用水标准与其他水质标准的内在联系能够指导水质安全保障技术创新与应用,推动供水事业高质量发展。通过对比国内外5部饮用水标准,首先提出构建以双值体系为特征、以说明材料为支撑、对参考指标动态更新、以地方、团体标准作为补充的饮用水标准体系。在分析4部饮用水相关水质标准间差异的基础上,指出应对《生活饮用水卫生标准》中特有指标及限值更为严格的指标加以关注,更应站在水循环视角整体解读饮用水水质标准体系,进而开展供水系统工程技术优化升级与水质管理支撑体系构建工作,形成饮用水安全多级保护屏障。 Scientific understanding of the inherent connection between drinking water standards and other water quality standards can guide the innovation and application of water quality safety assurance technology,and promote the high-quality development of water supply industry.By comparing the Standards for drinking water quality with four international advanced drinking water standards,it is supposed to build up a drinking water standard system,which is characterized by a dual-value system,supported by explanatory materials,supplemented by local/group standards,and could be dynamically updated for reference indicators.Further,based on analyzing the differences between four drinking water related water quality standards,it is pointed out to pay attention on the unique indices and indices with stricter limiting value,in order to avoid the lack of work on water quality assurance between upstream and downstream,besides,it is proposed to understand the drinking water quality system from the perspective of water cycle firstly,and then strive to optimize and upgrade the engineering technology of water supply system,and construct water quality management supporting system,so as to build up multi-level protective barrier for drinking water safety.
