摘要
治理视角下构建数字经济促进共同富裕的实践进路蕴含着有力政党、有为政府、有效市场、有机社会四位一体的系统化治理图景。有力政党强调坚定数字经济的人民立场,明确共同富裕的发展目标,确保实现高质量发展。有为政府强调推动数字经济健康发展,全面建设一流营商环境,提高治理现代化水平。有效市场强调积累数字财富和提升福利,助推数字经济均衡增长,实现普惠共享。有机社会强调营造健康数字伦理生态环境,构筑数字社会治理现代化体系,提升数字福祉。有力政党领导是根本,有为政府引导是前提,有效市场主导是关键,有机社会参与是基础,共同构成数字经济促进共同富裕的治理共同体。
From the perspective of governance,the practical approach to promoting common prosperity through the digital economy embodies a systematic governance framework that integrates four key elements:a strong political party,a capable government,an efficient market,and an organic society.The strong political party emphasizes a people-centered stance in the digital economy,clarifies the development goals of common prosperity,and ensures high-quality development.The capable government focuses on fostering the healthy growth of the digital economy,building a first-class business environment,and enhancing the modernization of governance.The efficient market emphasizes the accumulation of digital wealth and the improvement of welfare,driving balanced growth in the digital economy and achieving inclusive sharing.The organic society highlights the creation of a healthy digital ethical environment,the construction of a modernized digital social governance system,and the enhancement of digital well-being.The leadership of the strong political party is fundamental,the guidance of a capable government is a prerequisite,the dominance of an efficient market is crucial,and the participation of an organic society is foundational.Together,they form a governance community that promotes common prosperity through the digital economy.
