节水导向下山区“铁路工程-水资源”系统关键要素识别

Identification of Key Elements in the“Railway Engineering-Water Resources”System for Water Conservation in Mountainous Areas

摘要 为促进山区铁路工程与沿线水资源的协调发展,识别山区铁路工程与水资源系统关键节水要素十分必要。首先,通过问卷调查的方式确定山区铁路工程重点节水专业为隧道、桥梁、路基、站场,从重点专业着手分析山区铁路工程与沿线水资源之间的交互影响关系,形成铁路工程与水资源交互影响网络。其次,从铁路工程对水资源胁迫和水资源对铁路工程约束两方面寻找山区铁路工程节水要素和水资源要素,并结合国家法律、法规、行业规范和政府主管部门的相关规定,以节水为目标导向,构建山区铁路工程与水资源要素特征指标体系;在此基础上引入复杂网络理论,构建山区“铁路工程-水资源”要素网络模型。再次,运用双层复杂网络模型计算要素层内综合重要度和层间重要度,层内综合重要度主要考虑要素自身属性重要度、局部要素重要度及全局要素重要度,层间重要度主要考虑层间要素间的影响强度,提取该网络中的关键节水要素。最后,以某山区铁路工程某标段为例,验证了该方法的有效性,计算结果表明,该山区铁路关键节水要素有隧道涌水、隧道施工废水、桥梁钻孔泥浆废水。对关键节水要素提出针对性建议,以期为实现山区铁路工程节水型建设提供理论参考,进而促进山区铁路工程与沿线水资源协调发展。 To promote the coordinated development of mountain railway engineering and water resources along its route,it is essential to identify the key elements for water conservation within the mountain railway engineering and water resources system.Firstly,through a questionnaire survey,the primary areas for water conservation in mountain railway engineering were identified as tunnels,bridges,roadbeds and station yards.An analysis of the interactive relationship between mountain railway engineering and the water resources along the route was conducted,forming a network of interactive influences between railway engineering and water resources.Secondly,the elements for water conservation in mountain railway engineering and the elements of water resources were identified from both the perspectives of railway engineering??s pressure on water resources and water resources??constraints on railway engineering.Combining national laws,regulations,industry standards,and relevant government directives,a feature index system for mountain railway engineering and elements of water resources was constructed with water conservation as the goal.On this basis,the theory of complex networks was introduced to establish a network model for the“mountain railway engineering-water resources”elements.Furthermore,a double-layer complex network model was used to calculate the importance within and between layers.The importance within layers primarily considered the significance of the elements??inherent attributes,local elements,and overall elements,while the importance between layers mainly focused on the intensity of influence among inter-layer elements.The key elements for water conservation were then extracted from this network.Finally,the effectiveness of the proposed method was verified with a case study of a particular section of a mountain railway engineering project.The calculation results indicated that the key elements for water conservation of this mountain railway project included tunnel water inrush,tunnel construction wastewater,and bridge drilling mud wastewater.This paper proposes suggestions for the key elements of water conservation,aiming to provide theoretical guidance for achieving water-saving construction in mountain railway engineering and thereby promoting the coordinated development of mountain railway projects and water resources along their routes.
