摘要
推动乡村数字治理既是乡村治理现代化的内在要求,也是实现乡村振兴的重要抓手。当前,乡村治理数字化转型面临着来自主体、理念与制度等方面的掣肘,形成了复杂的多重堕距现象。究其原因,主要是数字赋能下传统乡村治理结构失效、现有乡村数字治理制度的碎片化和模糊化供给、传统乡村治理理念与数字治理理念之间存在张力以及乡村数字治理理性与情感之间的非均衡。对此,需要重塑乡村数字治理结构、建立健全乡村数字治理制度体系、创新乡村治理思维、重视治理的情感要素,以尽快弥合乡村数字治理中的多重堕距,有序推进乡村数字治理高质量发展。
Promoting the rural digital governance in China is not only an inherent requirement for modernizing its rural governance but also a crucial leverage for achieving its rural revitalization.Currently,the digital transformation of the rural governance in China faces constraints from various aspects such as stakeholders,ideologies and systems,resulting in a complex multiple-lag phenomenon.The main causes for these problems include the inefficiency of the traditional rural governance structures under the digital empowerment,the fragmented and ambiguous supply of the existing rural digital governance systems,the tensions between the traditional rural governance concepts and the digital governance ideas,and an imbalance between rationality and emotions in the rural digital governance.Addressing these issues necessitates restructuring the rural digital governance frameworks,establishing robust rural digital governance systems,creating the innovative ideas of rural governance,and emphasizing emotional elements in governance,only through which can we promptly solve the multiple-lag problems in the rural digital governance and systematically promote its high-quality development.
