摘要
村级巡察是充分彰显全面从严治党向基层延伸利剑作用和深入推进新时代党的建设新的伟大工程的重大战略性、政治性制度创新。研究发现,当前村级巡察工作虽有不同程度的实践基础但尚未实现高质量发展,村级巡察干部力量与巡察任务不匹配,挖掘问题线索保障成案率、巡察报告撰写、发现问题等能力相对不足,亟需对巡察干部进行专业化培训。在此基础上,提出要在范围上解决巡察力量来源、在环节上锁定村级巡察能力短板、在内容上精准提升村级巡察能力要素,进而提升当前开展村级巡察工作的价值认知和巡察队伍开展村级巡察工作的能力水平。
Village-level disciplinary inspection is a major strategic political institutional innovation that fully demonstrates the extension of full and rigorous self-governance down to the primary level and deepening the new great project of Party building in the new era.It is found that although the current village-level inspection work has different degrees of practical basis,it has not yet achieved a high level.The force of village-level inspection officials does not match the inspection tasks,and the ability to tap potential clues to ensure the rate of established case,write inspection reports and uncover problems is relatively insufficient.Therefore,it is urgent to carry out professional training for inspection officials.On this basis,it is proposed to expand the source of inspection force,focus on the shortcomings of village-level inspection ability,and accurately improve the village-level inspection ability,so as to enhance the current value cognition of village-level inspection work and the proficiency of inspection teams to carry out village-level inspection work.
