摘要
城中村的火灾风险问题由来已久,其形成有一定的历史遗留原因,也有在现实生活中不断积累的新问题,对城中村的火灾风险管理,较理想、较彻底的办法是政府结合城市的统一规划对城中村进行整体改造。但因整体改造涉及很多复杂的因素,不少城中村难以全面开展。2021年,有关文件提出要“加强县乡村应急管理和消防安全体系建设”,城中村火灾风险管理,是镇村一级需要加强的重点工作。加强珠海市城中村火灾风险管理,需要借鉴公共安全管理理论,在火灾预防、火灾控制、火灾扑救三个方面下功夫,在火灾预防、控制和扑救环节有效使用科学技术,提升珠海市城中村火灾风险管理的科技化、智能化水平。现提出几点加强珠海市城中村火灾风险管理的具体对策,以供参考。
The problem of fire risk in urban villages has a long history,and its formation has certain historical reasons,as well as new problems that have accumulated in real life.For fire risk management in urban villages,the ideal and thorough approach is for the government to carry out the overall transformation of urban villages in combination with the unified planning of the city.However,due to many complex factors involved in the overall transformation,many urban villages are difficult to carry out in an all-round way.In 2021,the relevant documents proposed to"strengthen the county and rural emergency management and fire safety system construction".Urban village fire risk management is a key task that needs to be strengthened at the town and village level.To strengthen the fire risk management of urban villages in Zhuhai,it is necessary to learn from the theory of public safety management,make efforts in fire prevention,fire control,and fire fighting,and effectively use science and technology in fire prevention,control,and rescue links to improve the scientific and technological and intelligent level of fire risk management in urban villages in Zhuhai.Here are some specific countermeasures for strengthening fire risk management in urban villages in Zhuhai for reference.
