摘要
在梳理现有研究的基础上,通过结合浙北某县的发展经验,试图提出县域政府经营地方的概念,以刻画发达地区县域政府经济发展行为的新形态及其变迁逻辑。以“盘活式发展”为特征的经营地方模型试图强调这样一种地区发展模式:在日趋激烈的市场竞争和行政竞争的环境下,以土地为单一的要素竞争优势已难以为继,为持续提升地区经济发展的竞争力,县域政府在上位政策体系提供的大框架之内,试图将辖区内的全要素(土地、产业、环境、政策)进行系统化“盘活”,以最大化地塑造地方发展的竞争优势。这种以“盘活式发展”为特征的经营地方模式代表了一种较为先进的地区发展形态,县域政府试图加强对地方发展资源的统筹、规划和治理来提升地方发展的整体效率和对多元目标的兼顾。
On the basis of reviewing the existing research and combining with the development experience of S county in northern Zhejiang Province,this paper puts forward the concept of local operation,in order to describe the new form of economic development behavior of county government in developed areas and its change logic.The local operation model characterized by"revitalized development"tries to emphasize such a regional development model:in the environment of increasingly fierce market competition and official competition,the competitive advantage of land as a single factor is no longer sustainable.In order to continuously improve the competitiveness of regional economic development,local governments try to systematically"revitalize"all factors(land,industry,environment and policy resources)under their jurisdiction within the framework provided by the upper policy system.This kind of local operation characterized by""revitalized development"represents an advanced regional development mode,in which county governments try to enhance the integrated efficiency and multiple goals of local development by strengthening integrated arrangement,planning,and governance.
