摘要
高质量基础教育资源建设是推进我国基础教育从“有质量”向“高质量”跃升发展的重要抓手。高量优质是高质量基础教育资源建设的目标指向,包括高产量、广覆盖、恒稳定的资源生产,高统筹、多形式和平供需的资源配置,高水平、广开放和可持续的资源利用,高标准、强效益和多方法的资源评估。高质量基础教育资源建设的价值诉求集中体现在“共建共享”,具体以共建为前提共识、以共享为核心关切、以共建共享为持久追求。为此,基于行动者网络理论形成协同联动的高质量基础教育资源建设行动网络的关键在于:识别资源建设的行动关系、激活资源建设的主体力量、构建资源建设的长效协调机制和扩展资源建设的网络效益。
High-quality construction of basic education resources serves as a crucial driver for advancing our country's transition from"quality"to"high-quality"development in basic education.The objective of high-quality basic education resource construction is oriented towards achieving a substantial quantity and superior quality.This encompasses resource production characterized by high output,extensive coverage,and consistent stability;resource allocation marked by high coordination,diverse formats,and balanced supply and demand;resource utilization demonstrating high levels,broad development,and sustainability;and resource evaluation encompassing high standards,strong effectiveness,and multiple approaches.The value proposition of high-quality basic education resource construction is concentrated on"co-construction and sharing,"specifically emphasizing consensus-building as a prerequisite for co-construction,prioritizing sharing as a central concern,and persistently pursuing co-construction and sharing.To this end,the key lies in establishing a synergistic and interconnected action network for high-quality basic education resource construction based on the theory of actor-network.This involves identifying the action relations-hips in resource construction,activating the driving forces behind resource construction,constructing long-term coordination mechanisms for resource construction,and expanding the network benefits derived from resource construction.
