摘要
目前,国家自然资源部门与林草部门正逐步构建第三次全国国土调查(以下简称国土“三调”)与森林资源管理“一张图”对接融合,形成统一自然资源管理成果。由于森林资源管理“一张图”应用的林业地类分类标准和第三次国土调查应用的土地分类标准在林地调查上存在差异,使森林资源管理“一张图”中的林地和“三调”中的林地存在差异。以陕北吴起县国土“三调”与森林资源管理“一张图”(2020年数据)对接融合为例,对“融合成果”中两种不同调查结果的差异性进行了对比,详细分析了两者各种地类数据不一致情况,结合相关法律法规、技术规程、分类标准对其差异产生原因进行了深入分析,找出差异性的主要原因,着力解决概念不一致,耕地、林地、草地数据交叉、同一图斑多重资源属性等问题,并针对性地提出了制定统一地类分类标准、统一开展自然资源变量调查,开展林草湿生态综合监测等建议,为进一步落实林地界线,细划林地图斑,完善图斑信息,确定植被类型,优化国家级公益林相关数据,构建科学的全省森林资源数据库建设提供基础,并为陕西省生态空间建设、森林“碳汇”精准计测量、林地管理奠定坚实的本底基础。
At present,the national department of natural resources and the department of forestry and grass are gradually building the third national land survey(hereinafter referred to as the"three adjustments"of land)and the integration of forest resource management"one map",to form a unified natural resource management result.Because of the difference between the forest land classification standard applied in"one map"of forest resources management and the land classification standard applied in the third land survey in woodland investigation,there are differences between the woodland in"one map"of forest resources management and the woodland in"three adjustments".Taking Wuqi County of northern Shaanxi Province as an example,this paper compares the differences of two different survey results in the"three adjustments"of land and the"one map"of forest resource management(2020 data),analyzes in detail the inconsistencies of various land class data between the two,and makes an in-depth analysis of the causes of the differences by combining relevant laws and regulations,technical regulations and classification standards.In order to further implement the boundary of forest land,forest map spots are delimited;the information of map spots is improved;vegetation types are determined;the data related to national public welfare forests is optimized;a scientific foundation for the construction of provincial forest resources database is built,which lays a solid background foundation for the construction of ecological space,accurate measurement of forest"carbon sink"and forest land management in Shaanxi province.
