摘要在新时代“以人民为中心”的发展观下,公共文化服务获得感成为保障人民群众基本文化权益的重要观测维度。从逻辑起点来看,提升公共文化服务获得感旨在关怀公众的公共文化服务需求、优化公共文化服务供给效能和服务于国家的文化强国发展格局。从形成机理来看,公共文化服务多级需求与多元供给是公共文化服务获得感的形成基础,历经“知情—利用—参与—比较”的建构过程。基于此,公共文化服务获得感的价值追求可分解为:以“以文化人”思想为价值引领,以切实保障公众文化权益为价值尺度,以树立公众文化自信为价值取向,以共营公众美好文化生活为价值目标。 Under the people-centered development concept in the new era,the sense of acquisition of public cultural service has become an important observation dimension to protect the basic cultural rights and interests of the people.From the logical starting point,to enhance the sense of acquisition of public cultural service is to care for the public's demand for public cultural services,optimize the overall supply of them,and serve the construction of culturally advanced China.From the perspective of the formation mechanism,the formation of the sense of acquisition to public cultural services is based on the multi-level demand for public cultural services and the diversified supply of public cultural services,and goes through the construction process of"knowing-utilizing-participating-comparing".Based on this,the value pursuit of the sense of acquisition to public cultural services can be broken down into the following:taking the idea of"educating people with culture"as the value leader,effectively safeguarding the public's cultural rights and interests as the value yardstick,establishing the public's cultural confidence as the value orientation,and working together to realize a better cultural life for the public as the value goal.
