摘要
发展社队企业必须因地制宜,福建晋江地处对外开放前沿阵地,借助中央赋予福建“特殊政策、灵活措施”的优势,依靠“经济特区—沿海开放城市—沿海经济开放区”对外开放格局形成的契机,社队企业走上了大量利用外资的征途。在发展的过程中,晋江利用侨胞眷属手中的闲散资金、闲置的房子以及闲散劳力等生产要素,在对外开放启动时兴办来料加工、来样加工、来件装配和补偿贸易,在对外开放艰难起步时积极探索,在对外开放扩大时发展中外合资经营企业和中外合作经营企业,探索出一条外向型经济发展之路,为“晋江经验”的形成奠定了历史基础。
The development of commune-brigade enterprises must be tailored to local conditions.Jinjiang,Fujian,is located at the forefront of opening-up to the outside world.With the advantages of"special policies and flexible measures"granted by the central government to Fujian,and the opportunity formed by the opening-up situation of"from special economic zones to coastal open cities to coastal economic open zones",commune-brigade enterprises had embarked on a journey of utilizing a large amount of foreign investment.In the process of development,Jinjiang utilized production factors such as idle funds,unused houses,and idle labor in the hands of overseas Chinese nationals to initiate processing with supplied materials,sample processing,assembly with supplied parts,and compensation trade during the opening-up to the outside world.During the difficult start and the expansion of opening-up to the outside world,Jinjiang County actively explored the development of Sino-foreign joint ventures and cooperative enterprises,and explored a path for the development of an export-oriented economy,laying a historical foundation for the formation of the"Jinjiang Experience".
