职业教育混合所有制办学的价值意蕴、现实难点与破解之策

摘要 推动职业教育混合所有制办学是我国职业教育改革的重要方向。当前职业教育混合所有制办学还面临非公即私的理念窠臼、法规制度建设不健全、多元主体心存疑虑、资产产权归属不明确、缺乏持续的办学经费保障等现实问题。应破除非公即私思想的二元思维桎梏,完善混合所有制办学制度和法律法规,建立合理的利益分配制度,明确产权归属和完善治理结构,构建校企利益共同体,以吸引多元主体参与办学。 Promoting the mixed ownership of vocational education is an important direction of vocational education reform in my country,which has a distinct value of the times.It not only complies with the national policy requirements for the development of mixed-ownership vocational education,but also promotes the diversified reform of the main body of vocational education,and also promotes The innovation and development of the vocational education school-running system.However,the current vocational education mixed-ownership school is still faced with practical problems such as the concept of either public or private,the imperfect construction of laws and regulations,the doubts of multiple subjects,the difficulty of property rights transaction and protection,and the lack of continuous school-running funding guarantees.Based on this,corresponding solutions are put forward:break the shackles of binary thinking of non-public and private thinking,improve the mixed-ownership school-running system and laws and regulations,establish a reasonable benefit distribution system,clarify the ownership of property rights and improve the governance structure,and build school-enterprise interests Community,attracting multiple subjects to participate in running the school.
