摘要
长臂数字管辖阻断和国际数字垄断治理是中国统一大市场建设排除外部干扰的重要举措,可以从数字政治学和数字政治经济学角度研究和设计阻断方法和治理对策。大数据及数字技术的发展为长臂数字管辖和国际数字垄断提供了更多政治借口和数字工具,对中国统一大市场建设的风险和危害也最显著。能够从域外法律管辖权对冲角度构建法律阻断体系,从全球产业链完整性、供应链安全性、价值链增值性和创新链迭代性角度布局产业对冲体系,从市场对冲和货币对冲角度构建贸易体系和国际金融体系,从伙伴国家合作与对冲角度构建国际统一战线,阻断长臂数字管辖和国际数字垄断行为。中国作为新兴数据资源和数字技术大国,不仅是反对数字殖民主义、数字帝国主义及数字霸权的社会主义新兴大国,而且为数字政治学、数字经济学和数字政治经济学的交叉学科研究领域贡献了中国思想、中国理论和中国智慧。
The long-arm digital jurisdiction blocking and the international digital monopoly governance are important measures to eliminate external interference in constructing China's unified big market.The blocking schemes and governance strategies can be explored and designed from the perspective of digital politics and digital political economy.The development of big data and digital technology has provided more political pretexts and digital tools for long-arm digital jurisdiction and international digital monopoly,which pose the risks and harms to the construction of China's unified big market.China needs to establish a legal blocking system from the perspective of extraterritorial legal jurisdiction hedging;lay out the industrial hedging system from the perspective of global industrial chain integrity,supply chain security,value chain value-added and innovation chain iteration;construct the new world trade system and international financial system from the perspective of market hedging and currency hedging;build an international united front from the perspective of partner country's cooperation and hedging,and block the long-arm digital jurisdiction and international digital monopoly.As an emerging data resource and digital technology power,China is not only a socialist emerging power that opposes digital colonialism,digital imperialism and digital hegemony,but also contributes Chinese thought,Chinese theory,and Chinese wisdom in the research of digital politics,digital economics,and digital political economy.
