摘要
柔性治理因契合了乡土社会的运行逻辑,成为提升乡村治理效能不可或缺的一种治理方式。通过空间、文化和制度三个维度的检视,发现当前乡村柔性治理仍面临公共空间阙如、文化支撑式微、制度环境缺失等问题。搭建乡村柔性治理的物理空间和虚拟空间、重建乡土文化价值认同、融合乡村正式与非正式制度是推动柔性治理有效运转的基本途径。
Flexible governance has become an indispensable means to improve the effectiveness of rural governance because it follows the operation logic of the local society.Through a review of the three dimensions of space,culture and system,it is found that the existing flexible rural governance still faces such problems as a lack of the public space,the weakening rural cultural support and the deficiency of the institutional environment.The construction of the physical and virtual spaces for flexible rural governance,the reconstruction of the identity of the local cultural values,and the integration of the formal rural system and the informal rural institution are the basic ways to promote the effective operation of flexible governance.
