摘要
结合多年招标采购工作经验,就公立三甲医院在招标采购过程中存在的常见风险及防控措施进行梳理,认为医院招标采购是一项系统的、规范的、长期的工作,在实际工作中要严格遵照国家法律法规进行招标采购工作;应在医院纪检监察部门的监督下,制定符合医院实际工作情况的招标采购规章制度,并以制度为约束,规范工作流程,按照工作流程开展招标采购工作;同时还应加强对招标采购工作人员的人才队伍建设,提高招标采购工作人员的综合素质,包括政治思想水平、业务能力等;此外,还应发挥纪律监查部门的监督作用,健全监督机制,做到事前、事中、事后监督管理,以降低招标采购工作中存在的风险。
Based on years of experience in bidding and procurement,considering the common risks and prevention and control measures in the bidding and procurement process of public hospitals,bidding and procurement of hospitals is a systematic,standardized and long-term work,the practical work should be conducted by strictly obeying national laws and regulation which conforming to hospital reality,under the supervision of the hospital discipline inspection department,in light of the standardized work flow limited by the regulations.Meanwhile we should strengthen the building of talent team and improve their comprehensive quality,including their political ideology and professional proficiency;Besides,we should give play to the supervisory role of discipline supervision departments,perfect the supervision mechanism,and achieve supervision and administration before,during and after the event,so as to defuse the risk in tendering and procurement.
