摘要
海洋命运共同体理念是在全球海洋治理赤字和全球海洋可持续发展面临危机的背景下提出的,它超越了一国利益的视野,是对全人类海洋共同利益的关切。学界现有的关于海洋命运共同体的研究主要从内涵、理论溯源、制约因素和实践路径等方面展开,未来可从加强对海洋治理主导国家的研究、加强对海洋命运共同体与其他海洋治理理念的关系研究以及加强对非政府组织在海洋命运共同体中作用的研究等方面深化海洋命运共同体的理论研究和实践探索,推动海洋命运共同体构建,促进海洋治理优势和效能的完全释放。
The concept of a maritime community of shared future has been put forward against the background of the deficit in global maritime governance and the crisis facing sustainable development of the global ocean. It goes beyond the interests of one country and concerns the common maritime interests of all mankind. The existing researches on the maritime community of shared future are mainly carried out from the aspects of its connotation, theoretical traceability, constraints, and practical paths. In the future, the theoretical research and practical exploration of the marine community with a shared future can be deepened by strengthening the research on the leading countries of marine governance, strengthening the research on the relationship between the marine community with a shared future and other marine governance concepts, and strengthening the research on the role of non-governmental organizations in the marine community with a shared future, so as to promote the construction of the marine community with a shared future and fully release the advantages and effectiveness of marine governance.
