摘要
数字化催生了平台从业人员,改变了劳动力市场,但相应的社会保险却没有跟上。平台从业人员较传统灵活就业人员呈现出趋向高知识密集型、年轻化和劳动关系模糊等新的特点,但这并不能改变他们应享有社会保险权的本质。然而,在平台从业人员社会保险权的实现过程中,既要面临灵活就业人员社会保险制度的原有局限,又要应对平台工作者参加社会保险的新问题。为疏解该二重困境,政府、平台、个人和社会组织等多方主体都应当承担起相应的责任,共同支持构建平台从业人员社会保险体系。
Digitalization has given rise to platform workers and changed the labor market, but the corresponding social insurance has not kept pace. Platform workers show new characteristics than traditional flexible employees, such as tending to be highly knowledge-intensive, younger and with blurred labor relations, but this does not change the essence that they still enjoy the right to social insurances. However, in the process of realizing the social insurance rights of platform workers, they face the dual dilemma of the original limitation of the social insurance system for flexible employment and the new problem of platform workers’ participation in social insurances. In order to solve this dilemma, it is necessary for multiple platform participants, including the government, platforms, individuals and social forces, to jointly support the construction of a social insurance system for platform workers.
