摘要
中小学教师培训是中央、地方、培训基地、学校等多元主体参与的综合性教育活动,需要各主体协同运行。但在传统管理模式下,不同主体在各自不同的治理逻辑下运作,导致中小学教师培训存在多重性制度阻隔,面临新旧体系建设脱节、决策与执行错位、人权与事权衔接不畅、公共参与意识不足等难题。为此建议,各主体协同构建相互依赖的高质量培训体系,构建“一主多辅”的现代教师培训治理结构,建立中央、地方、培训基地、学校权责能相统一的清单,引领社会组织和公众参与监督机制建设。
Primary and secondary school teacher training is a comprehensive educational activity involving the central government,local governments,training bases,schools and other multiple subjects,which requires the coordinated operation of all subjects.However,under the traditional management mode,different subjects operate under their own different governance logic,which leads to the multiple system barriers in primary and secondary school teacher training,facing problems such as the disconnection between the construction of the old and new systems,the dislocation of decision-making and implementation,the poor connection between powers and responsibilities,and the lack of public participation consciousness.Therefore,it is suggested that all subjects should cooperate to establish an interdependent high-quality training system,construct a modern teacher training governance structure with“one principal and multiple assistants”,establish a unified list of powers and responsibilities of the central government,local governments,training bases and schools,and lead social organizations and the public to participate in the construction of supervision mechanisms.
