摘要
数字经济迅速发展带动经济社会加速数字化转型,深刻影响着农业转型和农村产业融合的方向与路径。而目前,发展数字经济引领带动农业转型和农村产业融合发展仍面临一些难题,即愿景很美好,但能否转化为风景存在较多障碍和不确定性;部分先行企业优势显著,但盈利能力、抗风险能力、可持续发展能力不强的问题仍然突出;数字鸿沟和数字孤岛的存在,加大了数字化转型的成本和风险;基础设施和人才支撑不足,完善利益联结机制仍需不懈努力。借力发展数字经济引领带动农业转型和农村产业融合,需要加强实地调查和案例研究,科学辨识发展中的真问题和伪问题;加强相关试点试验和成功经验、失败教训的综合研究,提高政策创新的针对性和有效性;加强相关政策支持和风险防范,完善利益联结机制。
The rapid development of the digital economy drives the acceleration of the digital transformation of the economy and society,which profoundly affects the direction and path of agricultural transformation and rural industrial integration.Difficulties and problems are revealed during the digital transformation of the agriculture and rural industrial integration.The vision of the digital transformation of agriculture and rural industries integration is beautiful,but there are many obstacles and uncertainties to the transformation from vision into landscape.Some leading enterprises have significant advantages than the other enterprises,but there exist problems that their profitability,anti-risk abilities,and sustainable development abilities are still not strong enough.The existence of the digital divide and digital islands increase the cost and risk of the digital transformation.Infrastructure and talent support are insufficient,and unremitting efforts should be made to enhance the benefit connection mechanism.Furthermore,developing digital economy to drive the agricultural transformation and rural industrial integration requires strengthening field investigation and case study,scientifically identifying the real and fake problems in the digital transformation of agricultural and rural economy.Moreover,it is also necessary to strengthen relevant pilots and tests and promote comprehensive research on experiences of success and the lessons of failures to improve the pertinency and effectiveness of policy innovation,and strengthen relevant policy support and risk prevention,and improve the benefit connection mechanism of the digital transformation of the agricultural and rural economy.
