In the Northern Song Dynasty, the pearl-fishing industry developed further. In the early period of the Northern Song Dynasty,Emperor Taizu of the Song Dynasty restricted the development of pearl mining and prohibited private pearl collection on the grounds of"focusing on agriculture and curbing industry and commerce".During the reign of Emperor Renzong, the government continued to restrict the pearl industry by banning the wearing of decorative pearls in houses that were not for Mingfu(women given corresponding titles by the emperor). In the middle of the Northern Song Dynasty,in order to promote economic development and increase fiscal revenue,Emperor Shenzong of the Song Dynasty implemented a loose policy on pearl fishing, restored private pearl mining, managed and collected taxes.Song Zhezong abolished Renzong’s prohibition and allowed the people to wear ornaments and collect pearls. These policies promoted the development of pearl-fishing in the Northern Song Dynasty and foreshadowed the prevalence of luxury in the late Northern Song Dynasty.
