摘要
目的:分析国家组织药品集中采购和使用试点改革政策对中央财经大学校医院第一批药品集中采购和使用的效果,探讨基层医疗机构药学人员在政策执行过程中的作用与价值。方法:统计2019年4月-2020年4月中央财经大学校医院13个月门诊药品数据,使用Excel对数据进行分析统计。结果:中央财经大学校医院在执行国家组织药品集中采购和使用改革政策之后,中选药品使用频率出现显著上升,中选药品相关的药品总费用下降55.05%,>55岁的医保患者及本院的离退休患者处方平均金额均明显下降。结论:在执行药品集中采购和使用政策后,中央财经大学校医院就诊的慢性病患者药品费用负担显著减轻,药费支出有效降低。基层医疗机构药学人员在药品遴选、政策培训、合理用药、数据监测等多个环节发挥了积极作用,基层医疗机构药学服务形式多样化是基层药学服务的需求。
Objective:To analyze the effect of the pilot reform policy on centralized procurement and use organized by the state on the centralized procurement and use of the first batch of drugs in the Central University of Finance and Economics University Hospital,and to explore the role and value of pharmacy personnel in primary medical institutions in the process of policy implementation.Methods:The 13-month outpatient drug data of the Central University of Finance and Economics University Hospital from April 2019 to April 2020 were counted,and Excel was used to analyze the data.Results:After the Central University of Finance and Economics Hospital implemented the reform policy of centralized procurement and use of drugs organized by the state,the use frequency of selected drugs increased significantly;the total drug costs related to the selected drugs decreased by 55.05%;the average prescription amount of medical insurance patients over 55 years old and retired patients in our hospital decreased significantly.Conclusion:After implementing the policy of centralized purchase and use of drugs,the burden of drug costs for patients with chronic diseases in the school hospital of Central University of Finance and Economics was significantly reduced,and the drug costs were effectively reduced.Pharmacy personnel in primary medical institutions have played an active role in drug selection,policy training,rational drug use,and data monitoring.The diversified forms of pharmacy services in primary medical institutions are the demands of primary pharmacy services.
