摘要
在精准扶贫过程中,帮扶企业和地方政府之间存在制度逻辑上的冲突,通过对我国G省T村扶贫过程的案例研究,刻画出帮扶企业与地方政府在扶贫中的能力重构过程。研究发现:地方政府与企业因逻辑差异而产生的制度张力实际上为二者的逻辑升级提供了可能;政企在“制度嵌入—互动回应—能力弥合”互动机理的作用下,面对产业扶贫中的问题可以有效地进行动态调整与双向回应,通过转变各自的角色来弥合政企能力的不足,使政策落实兼具高效性和靶向性,从而提高产业扶贫效能。
In the process of precise poverty alleviation, there is a conflict in the institutional logic between helping enterprises and the government. The study found that: the institutional tension between government and enterprises due to the difference in logic provides the possibility of logical upgrading for both of them;under the interaction mechanism of "institutional embedding-interaction response-capacity bridging", government and enterprises can effectively adjust and respond to the problems in industrial poverty alleviation. By adjusting their respective roles to bridge the capacity deficiency of government and enterprises, the policy implementation can be efficient and targeted, thus improving the effectiveness of industrial poverty alleviation.
