摘要
在全球健康传播风险与网络空间安全问题并存的后疫情时代,知识权力、舆论形象、媒介议程深刻影响全球健康传播风险治理。公共健康危机问题与网络安全治理问题的融合迫切需要在全球网络空间中进行知识权力、科技资本和公益伦理的协商对话,通过依托健康知识权力共同体促进东西方国家间良性互动、平等合作,推动全球网络空间安全治理结构、治理规制和治理议程从单一的网络空间主权安全治理转向全球健康传播秩序弹性治理。
In the post epidemic era when global health risks and cyberspace security issues coexist,knowledge power,public image and media agenda have a profound impact on the global health risk prevention governance.The integration of public health crisis and internet security governance urgently requires the formation of consultation,dialogue,governance and adjustment of knowledge power,scientific&technological capital and public welfare ethics in the global cyberspace.By relying on the health knowledge power community,we can promote the multi-party reconciliation of benign interaction and equal cooperation between eastern and western countries,and promote the global cyberspace security governance structure,governance regulation and governance agenda to shift from a single sovereign security governance in cyberspace to a flexible governance in global health communication.
