摘要
推进冰雪经济高质量发展,既是持续释放“冬奥红利”的关键,也是冰雪产业发展落实新发展理念的内在要求。文章从“创新、协调、绿色、开放、共享”的新发展理念阐述了推动冰雪经济高质量发展的重要性,从冰雪基础设施、冰雪人才、冰雪产业分布、冰雪旅游品牌、冰雪产业体系五个方面分析了中国冰雪经济高质量发展面临的困境,并系统分析了全球三大冰雪产业经济带代表性国家奥地利、美国和日本冰雪产业的发展模式。未来,中国冰雪经济高质量发展需要从供给侧与需求侧的以下六个方面共同发力:加强冰雪旅游基础设施建设,提高冰雪旅游接待能力;加大冰雪企业融资支持力度,缓解企业资金短缺困境;健全冰雪产业人才培养体系,加速冰雪产业人才供给;强化顶层设计整合冰雪资源,冰雪双线发力带动全域;深入发掘冰雪文化内涵价值,扩大冰雪旅游群众基础;努力构建冰雪全产业链体系,推动冰雪经济高质量发展。
Promoting the high-quality development of the ice and snow economy is not only the key to continuously boosting the“Winter Olympics divi-dend”,but also an inherent requirement for the ice and snow industry to implement the new development philosophy.This paper expounds the impor-tance of promoting the high-quality development of the ice and snow economy from a new philosophy of being innovative,coordinated,green,open,and shared.It analyses the would-be difficulties from five aspects of the ice and snow economy development:infrastructure,talents,industry distribu-tion,tourism brand and industry system.It also systematically analyses the development models of the ice and snow industries in Austria,the United States and Japan,three representative countries of making good use of the ice and snow economy.In the future,the high-quality development of China’s ice and snow economy requires joint efforts in the following six respects from both the supply and demand sides:strengthening the infrastructure con-struction of ice and snow tourism to improve its reception capacity;increasing the financing support for ice and snow enterprises to alleviate their short-age of funds;improving the talent training system to accelerate the supply of talents for the ice and snow industry;strengthening the top-level design of integrating ice and snow resources to drive comprehensive development;deeply exploring the connotation and value of ice and snow culture to expand the mass base of ice and snow tourism;and endeavoring to build a whole industrial chain system of ice and snow economy for its high-quality develop-ment.
