摘要
在数字经济浪潮的推动下,数字乡村建设正在蓬勃开展。数字乡村建设并不是数字经济与农业农村的简单融合,而是通过数字经济及数字技术的延伸,来实现农业农村经济及社会发展过程、方式及状态的重构。数字乡村建设是实现乡村振兴的重要举措,是实现农业农村现代化的重要途径,也是数字中国发展的必然选择。数字乡村建设的内容主要包括数字生产、数字生活、数字生态和数字治理,所依托的资源要素包括网络资源、信息资源、技术资源及人才资源。当前在数字乡村建设试点过程中,广东高州市、云南开远市、浙江德清县的典型模式具有重要的借鉴意义。通过数字乡村建设的开展发现,城乡数字鸿沟仍存、农业数字化转型困难及乡村数字治理成本高是其主要问题。基于此,应夯实数字环境,缩小城乡数字鸿沟;立足产业振兴,大力推进农业数字化转型;完善数字乡村治理体系,构建多元主体共同参与格局。
Driven by the wave of digital economy,the construction of digital villages is developing vigorously.Digital village construction is not a simple integration of digital economy and rural areas,but to realize the recon⁃struction process,method and state of rural economic and social development through the extension of digital econ⁃omy and digital technology.Digital village construction is an important measure to realize rural revitalization,an important way to realize agricultural modernization,and an inevitable choice for the development of digital China.The content of digital village construction mainly includes digital production,digital life,digital ecology and digi⁃tal governance.The resource elements it relies on include network resources,information resources,technical re⁃sources and human resources.In the current digital village construction pilot process,the typical models of Gao⁃zhou City in Guangdong,Kaiyuan City in Yunnan and Deqing County in Zhejiang have important reference signifi⁃cance.Through the development of digital village construction,it is found that the urban-rural digital divide still exists,the difficulty of agricultural digital transformation and the high cost of rural digital governance are the main problems.Based on this,it is necessary to consolidate the digital environment and narrow the digital divide be⁃tween urban and rural areas,vigorously promote the digital transformation of agriculture based on industrial revital⁃ization,improve the digital rural governance system and build a pattern of participation by multiple entities.
