摘要
碳达峰目标彰显出我国应对全球气候变化、推动全球可持续发展的大国担当。能源转型是碳达峰、碳中和目标实现乃至将绿色发展转化为新的综合国力和国际竞争优势的关键环节。本文首先从能源消费和生产总量、能源强度、能源消费结构、能源生产结构四个方面分析我国能源转型的状况。然后分析碳达峰目标下我国能源转型在经济社会发展阶段、能源低碳转型相关机制、技术发展、资源禀赋四个方面的挑战。最后,提出碳达峰目标下我国能源转型的主要路径和对策建议:要充分发挥社会主义制度优越性;立足于"开源"和"节流";完善相关市场机制,从顶层设计引导、稳定和加速能源低碳转型;以增强科技进步、创新为突破,构建以新能源为主体的新型电力系统。
The carbon summit goal highlights China’s role as a major country in coping with global climate change and promoting global sustainable development. Energy transformation is the key link to achieve the goal of carbon peak, carbon neutralization and even turn green development into a new comprehensive national strength and international competitive advantage. Firstly, this paper analyzes the situation of China’s energy transformation from four aspects: energy consumption and total production, energy intensity, energy consumption structure and energy production structure. Then it analyzes the challenges of China’s energy transformation in four aspects: Economic and social development stage, relevant mechanism of energy low-carbon transformation, technological development and resource endowment. Finally, it puts forward the main path and Countermeasures of China’s energy transformation under the goal of carbon peak: give full play to the advantages of the socialist system;Based on "open source" and "throttling";Improve relevant market mechanisms and guide, stabilize and accelerate the low-carbon transformation of energy from top-level design;Take enhancing scientific and technological progress and innovation as a breakthrough to build a new power system with new energy as the main body.
