摘要
健康码"码上加码"作为一种新型、急剧凸显的数字防疫举措,内含显在的行政冲突与社会成本问题,对其生成机制和双重效应的分析具有重要的理论和政策意义。基于制度性事实的拓展框架分析发现:防疫风险共同体的出现提供了健康码"码上加码"的形成前提和驱动力;防疫主体通过工具激活、集体认可和功能施加行为实现了健康码由二维码到数字防疫工具的属性转化,提供了健康码"码上加码"的形成方式和合法性;政策让渡、功能互补和资源支持共同生成了防疫主体的"加码"空间,健康码在防疫主体异质的"加码"空间中被赋能为具有属地防疫功能的专属健康码,并按照行政层级叠加使用,最终形成了健康码"码上加码"。进一步分析发现,健康码"码上加码"实施下的新组织环境内生着诱发行政冲突和社会成本双重效应的因素,"加码"政府责权绩失调导致的角色困境是连接新组织环境和双重效应的中介机制。本文对于扩大制度性事实理论解释力,理解数字防疫工具在地方防疫政策执行中的应用和负面效应具有一定的贡献。
The overlay use of health code is a new and rapidly emerging digital epidemic prevention initiative,contains obvious administrative conflicts and social costs. Based on the theory of institutional facts,this research found that the risk community constitute the collective intentionality,which provides driving force for the formation of mutual exclusion of health codes;The epidemic prevention organizations realize the transformation of health codes from two-dimensional code to digital epidemic prevention tools through function endow behaviors,which provides the formation mode of mutual exclusion of health codes;Policy transfer,functional complementarity and resource support jointly construct the superimposed space of epidemic prevention subjects,and the health code can be assigned as a special health code with the function of local epidemic prevention in the heterogeneous superimposed space of epidemic prevention subjects,meanwhile these health codes are superimposed according to administrative levels and eventually form overlay use of health codes. Based on organizational role theory found that the organizational environment of overlay use of health codes contains some factors that cause administrative conflict and social cost,and the mismatch of authority,responsibility and performance of governments plays an intermediary role.
