摘要
畅通国内大循环与贯通国际循环是我国构建双循环新发展格局的战略目标,新西部大开发与亚太自贸区建设则是实现战略目标的战略选择,可以从分布经济学角度进行理论解释。新冠肺炎疫情、贸易摩擦、贸易保护主义、单边主义全球蔓延是构建双循环新发展格局面临的复杂国际环境,发挥世界贸易大国、制造业大国和市场大国的综合比较优势则是构建双循环新发展格局的国内基础。大国经济增长和社会发展必须根据其对国内循环与国际循环的依靠程度适时调整国内循环与国际循环的相互关系。新西部大开发有利于我国形成国内大循环的市场基础、产业基础、经济安全基础和经济增长动力基础,RCEP的签署和亚太自贸区建设则是贯通国际循环和推动构建人类命运共同体的战略选择。供应链安全性、产业链完整性和价值链增值性是畅通国内大循环的内生动力,自由贸易和全球经济一体化是贯通国际循环的关键条件。
Unblocking the domestic circulation and connecting the international circulation are the strategic objectives of building a new pattern of dual-circulation development in China,while the new western development and the construction of the FTAAP are the strategic choices to achieve the strategic objectives,which can be explained theoretically from the perspective of distributional economics.The global spread of COVID-19,trade wars,trade protectionism,populism and unilateralism constitute an international environment for a new pattern of double-circulation development.The comprehensive comparative advantage of a big market power is the national foundation for a new pattern of double circulations.The economic growth and social development of big countries must adjust the relationship between domestic circulation and international circulation according to their dependence on domestic circulation and international circulation.The new western development is conducive to the formation of the market basis,industrial basis,economic security basis and economic growth basis for China’s domestic circulation.The signing of RCEP and the construction of the FTAAP are the strategic choices to link up the international circulation and promote the construction of a community of shared future for mankind.Security of supply chain,integrity of industrial chain and value-added of value chain are the endogenous driving forces for smooth domestic circulation.Free trade and global economic integration are the key conditions for international circulation.
